The 50 percent front yard rule

Tracy's 2017 paving ordinance (Ordinance 1238) says no more than 50 percent of a residential front yard may be paved, unless the paving is designed as a landscape feature that can't be used for parking. The front yard is measured between the front of the house and the front property line, not counting the driveway.

In practice, measure the front yard, subtract the driveway, and keep any new paving at or under half of what's left. A contractor who works in Tracy should sketch the layout with those numbers before quoting.

No parking on dirt or gravel

The same ordinance makes it unlawful to park on any unpaved surface, and parking areas have to use surfacing that meets City standards. That's why a quick gravel pad isn't the answer in Tracy; a proper concrete pad is.

Where an RV or boat pad usually goes

Because front-yard paving is capped, most Tracy RV and boat pads go in the side yard behind a gate. Build them 5 to 6 inches thick with rebar on a compacted base, and plan for a wider gate and relocated sprinklers. HOA neighborhoods may have their own rules on keeping RVs and boats at home.

Work at the street needs a permit

If a wider driveway means a new or wider curb cut, that work is in the public right-of-way. Tracy requires an encroachment permit (Municipal Code Chapter 7.04) for driveway construction and curb and sidewalk work.
